GOAL: Top athletes will be able to get around 30+ Squats, 15+ Burpees, and 20+ Thrusters on the first set. They may not be able to hold that across all 3 rounds, but this would be a good base for them to start from. A good goal for the majority of everyone else will be 15+ Squats, 10+ Burpees, and 10+ Thrusters on their first set and, ideally, per round. Scale the loading and movements so you can achieve these numbers.
